Encode or decode URL components and full URIs
Encoding the wrong part of a URL can change its meaning. A query value, path segment, fragment, and complete URI have different boundaries, so choose the mode that matches where the value will be inserted.

Does decoding a URL make it safe?
No. Decoding only changes its representation. Validate the destination and treat untrusted URLs as potentially unsafe.
